Well Extraction Volume Reporting within Proximity to Critical Infrastructure Impacted by Subsidence

WDWA GSA requires all groundwater well owners within 2.5 miles of the California Aqueduct between Mileposts 195 to 215 (known as the California Aqueduct Subsidence Program [CASP] Buffer Zone) to report their groundwater well extraction volumes annually.

Full text of the management action is available below:

WDWA GSA Well Extraction Volumes Management Action with Flowmeters - Adopted 20240220.pdf

Key Details of the Well Extraction Volume Reporting Management Action:

  • Purpose: This management action aims to protect the California Aqueduct from subsidence-related damage by ensuring accurate monitoring of groundwater extractions in the area, thereby improving the understanding of subsidence dynamics and its relationship to water extraction.
  • Affected Area: The moratorium applies to a 2.5-mile buffer zone, referred to as the California Aqueduct Subsidence Program (CASP) Buffer Zone, around Mileposts 195 to 215 of the California Aqueduct. To see if your groundwater extraction wells are within the Buffer Zone, you can enter the well(s)' GPS coordinates into the search function of this web map.
  • Annual Reporting Requirement: Starting in 2024, well owners must measure groundwater extraction using flowmeters or totalizing meters. Owners must submit annual reports detailing the total groundwater extracted for each well by February 1 of the following year (e.g., data for 2024 must be submitted by February 1, 2025). WDWA GSA will provide landowners who have registered groundwater extraction wells within the Buffer Zone with direct instructions on how to report their groundwater extraction volumes to the GSA.
